Pet's info: Cat | American Shorthair | Male | neutered | 6 lbs
I have a 6-month old kitten that has intermittent tachypnea while doing activity and cuddling. He sometimes has black discharge out of one nare, but he's always had that. Kitten doesn't seem lethargic or in distress. However, the vet said he probably has herpes r/t sneezing when I took him for his first check up and didn't know if I should schedule an appointment. Kitten seems completely fine though with activity and has good energy

Tachypnea can be normal after activity as long as it doesn't seem like Benji is having difficulty breathing after exercise. It seems a little unusual to be tachypneic during cuddling, but sometimes purring can change the respiratory rate. If it seems like Benji seems tired after exercise, if he breathes with his mouth open, or if he is tachypneic when he is sleeping I would recommend checking in with your vet.
