How to train adopted German Shepherd to stop jumping, chasing cats?

I adopted a wonderful 2 year old male German Shepherd (Tank) from a previous family 2 days ago. He is very sweet but he has a bad jumping habit around new people and also chases the cats around the house. He doesn't try to hurt them, he only wants to play. The previous family NEVER had time to be around Tank or train him properly so he was always alone in the house or on his chain, so I understand his excitement of a better life.
