My chihuahua's teeth are rotting. How can I afford dental care?

If i need to get dental work done for my chihuahua, his teeth are rotting, but i cant afford $400 where shud i go, are there any assistance services. And the gums are black also. Pet's info: Dog | Chihuahua | Male | neutered | 6 years and 5 months old | 4 lbs
