My male dog licks himself raw near a female in heat. What to do?

My male jack russell staffy cross is 6 months old, he started licking his penis loads till the point it became red. I found out my neighbour has a female that hasn't been spayed and recently came into heat. I'm wondering if he's to young or if he's doing it as he can smell her? If I let him into the garden he'll just sit by the fence crying for her. I've put an Elizabethan collar on him to just get him to leave it alone as I don't want him damaging himself. Is there anything else I can do? Pet's info: Dog | Mixed Breed | Male | unneutered | 15.6 lbs

Yes, this is most likely due to a female in heat nearby. Be aware that he or she may attempt to break through the fence so i would not allow him out unsupervised for 3 weeks. Neutering him will prevent recurrence in the future but takes a few weeks to take effect
