Why is my male dog sniffing, licking, and whining at my female dog?

Pet's info: Dog | Great Dane | Male | neutered | 3 years and 10 months old | 150 lbs

I have two dogs. A Great Dane named Axel he is three years of age, and a border collie mix her name is Blitzen and she is 7 years old. They both get along great and have been puppy siblings for 2 and a half years. Blitzen is neutered and Axel isnt. Axel has been acting really strange around Blitzen for about two weeks, hes been sniffing her ears and licking them all the time he also lick her belly and back end, he wines at her and cry's and cry's. We are not sure if somethings wrong?

I'm not sure, either. You may want to have them checked out by a vet. Maybe Blitzen has an infection? Or some illness? Maybe Axel is anxious because he isn't feeling well? I am sorry I don't really have an answer for you.
