My outdoor lab has dry spots and thinning fur. Is it a skin infection?

My lab is 2 1/2 years old and stays outside. He has spots all over that look round dry spots and his fir is thinning. Pet's info: Dog | Labrador Retriever | Male | neutered | 2 years and 6 months old | 98 lbs
