Why is my dog moving slow, shaking, tilting his body, and head down?

My dog is moving slow with his head down and he seems to be tilting his body to the right. He shakes from time to time. What can this mean? Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 16 lbs
