Is a stray dog's ruptured testicle with exposed tissue treatable?

Pet's info: Dog | Mixed Breed | Female | 27 lbs

This is not for tofy. I have seen a stray dog in morning today, his testis is ruptured and everything is exposed. Flies are in it. I tried to catch him but he is running away. I have attached photos. Is this condition treatable?

Hi, yes it is treatable he needs neutering and probably a total scrotal ablation when neutering performed. It is not a difficult surgery and any vet will be able to help him. Do you have a place that will treat him ? I have the name of charity that works in India but I am not sure if it is local to you it is called Tolfa.
