My budgie nibbles my neck and fingers. Is it normal or concerning?

my budgie is always nibbling my neck and figures many the nail is that normal? is he being mean or nice? should I be concerned?

It sounds like Alfred may be attempting some mutual grooming if he is just gently nibbling at your fingers, and likely things of you as a friend and close companion! I would not be concerned unless he is hissing or trying to get away from you when he does this, as that can indicate he is stressed out or upset instead. If he likes to preen, adding in some toys that have soft fabric or feathers on them can also encourage him to play with that, too.
