My dog gets hives and bumps outside. Could it be seasonal allergies?

My dog breaks out into hives/little bumps everytime she is outside. Took my pup out onto my back patio for about 30 min. Its just cement no grass, and she just broke out into those bumps. Are they allergies? Do I need to give her allergy medication from my vet everytime i take her out on walks or parks, etc? Pet's info: Dog | American Pit Bull Terrier | Female | spayed | 1 year and 7 months old | 48 lbs
