What is this squishy, brain-like bump on my dog? Is it serious?

Pet's info: Dog | Mixed Breed | Female | spayed | 15 lbs

Could you please tell me what this bump looks like to you? The picture doesn’t do it justice it’s a lot bigger than that. It’s kinda squishy and almost looks like a brain kinda( I know that sounds weird but it’s the best way to describe it) and my mom believes it’s from her chewing on herself too much bc we haven’t gave them the flea pills In a while but I feel as if it’s more than that

It may be a cyst or adenoma of the skin glands. It does not appear inflamed or irritated so I doubt chewing and licking it is the cause. Your vet can look at it and take a sample to confirm what it is
