Is it safe for my dog to be outside all day and night? What's healthy?

Do dogs need to be out all day through night because my neighbor has his dog out really early and sometimes puts him back in for a little bit of time and then lets him back out. Pet's info: Dog | Mixed Breed | Female

As long as a dog is safe and secure, has adequate shelter/warmth and appropriate access to food and water there is no reason why they must be indoors or outdoors for any set lengths of times. Space to exercise and play is great for dogs and many are happier outdoors as long as they have a comfortable sleeping area
