Why is my female dog's vulva scabbed, itchy, and not healing?

Pet's info: Dog | Miniature Pinscher | Female | spayed | 9 years and 3 months old | 17 lbs

My female 10 year old miniature pincher, about 15-20 pounds, but her high weight is a whole different problem. Around her vagina, where her stomach stops and it begins, is scabbed over, although we haven’t seen it bleeding yet. She isn’t able to reach all the way down to her vagina to clean it with her mouth, so she relives the pain of the healing process by rubbing her vagina on the carpet and kind of itching herself. We put neosporin on it 1 or 2X daily, & she bites us, & see little progress.

I am sorry to hear that Sugar is so uncomfortable. It sounds like she has peri vulva dermatitis and should see a veterinarian. Often these need antibiotics and many times a dose of steroids as well to decrease the inflammation and make her more comfortable quickly. Best of luck and I hope she improves soon.
