Is a dog in a cage with pink poo and a wound animal cruelty?

Pet's info: Dog | Bulldog | Male | 90 lbs

Hi I was wondering If a neighbor has a dog in a pretty spacious cage but with his poo in the cage. Is if animal cruelty. I do know he hoses the poo out of the cage when he gets home but the washed up poo is sitting in a little pile next to the cage. I also noticed the dogs poo in the cage is pink inside. The dog also has an open would which looks to be a skin problem of some sort.

These are always tough. I would say that because he cleans the kennel every day and the kennel has room enough that he can urinate/defecate without having to lie in it, it does not constitute abuse or neglect. The wound you can’t really judge either. If he has sought medical care for it, he is in the clear (whether it is getting better or not). It’s a bulldog so allergies and secondary skin infections are incredibly common for the breed. If the dog seems depressed, painful, is losing weight, can’t get up, or is literally lying in poop or pee, then perhaps a call to the authorities is in order at that time. But for now, I’d say just no- but continue to observe.
