Why does my tortoise have a grey film over its eyes? Is it normal?

We have a horsfield tortoise that we have had for just over a year or was a baby when we got it a few weeks ago I noticed a grey/white film over his eyes my friend said that she owned tortoise An it was just there eyelids so I've been checking everyday An they are still the same An looking at images of others ours isn't like them I'm starting to worrie now that so this is wrong could you let me know if you think this is normal please

This is definitely abnormal and can indicate an infection, or vitamin A deficiency. It's best to have a veterinarian evaluate Teddy, so they can narrow-down the diagnosis and prescribe the necessary treatment.
