My 3-year-old parakeet never learned to fly. How can I teach him?

Hello, I have a 3 year old parakeet, Leo, that can't fly?! when I first got him I thought his wings where clipped, and he would fly later ,but he never did! is it possible he never learned how to? if so, how do I teach him ?

Have him examined by your veterinarian or by an experienced avian vet. Most birds can fly unless there is an injury or defect in the wings or feathers. A poor clip job may also affect flight, but at 3 years old he should have molted and grown new feathers to replace damaged ones.
