My fat cat can't groom or use the litter box. How can she lose weight?

Cat can't lick herself and she's not using litter box anymore she's pooping and peeing outside box.. What is something I could do to help her loose weight ? She's a fat cat. Pet's info: Cat | American Shorthair | Female | spayed
