my labrador i think he is with 'cold water tail' thing, what to do?

This can be painful but with rest it usually resolves without treatment. It’s thought to happen when dogs are overly active, perhaps due to muscle spasms in the tail. With reduced activity it should improve in a few days. If not please get an exam. Broken tails and neurological problems can look this way also but they won’t improve quickly.
