Why does my dog have red welts or hives and itchy skin on his belly?

Pet's info: Dog | Yorkshire Terrier | Male | neutered | 8 years and 3 months old | 8.3 lbs

Last night Cash was licking paw, seemed uncomfortable like needed to poop. He pooped & seemed to help & gave cerenia. But today he was dragging butt (thought maybe anal glands but got them done 2wks ago) he didn’t stop & was scratching his belly too. So I rolled him over & saw he has these welts or blister-like bites(?) 2 on his belly inside of thighs & one at base of penis. Bentley has a tiny mark too but not the same it seems. I’m worried what could this be & is it serious? Gave benedryl

These look like urticaria, or hives, and they are probably due to a contact hypersensitivity or an allergic reaction. If the hives spread after Benadryl or if you notice swelling around Cash’s face and eyes you should see an emergency veterinarian since sometimes corticosteroids are necessary to stop the reaction. It can be very difficult to determine what caused a reaction, but if you used any new shampoos or sprays recently I would avoid them in the future.
