My kitten always play fights and bites when I pet her. Is this normal?

Is it normal that my kitten wants to play (to play fight, more specifically), all the time? Literally, all the time. To the point that when she's relaxed and falling asleep, y try to pet her and she starts biting (playing, I guess). I always see these videos of people with their kittens on their lap, with their tummies up and being petted, but when I try to pet mine (most of the times), she'll start biting and trying to play. Pet's info: Cat | Russian Blue | Female | unspayed | 2 months and 20 days old
