My baby turtle has a brown spot on its shell. Is it shell rot?

This is a baby turtle named Rocky. He has a light brown spot on the back of his shell. I was wondering if that would a cause for concern. I have attached a picture. It's near the back by his tail.

I think this could be shell rot, however, t is impossible for me to diagnose this over the internet with just a photo. It is always best to get an in-person exam from your local reptile vet.
