My cat has bleeding rashes around his eyes. Is this an emergency?

My male cat rainstorm has rashes around his eyes that bleed when I try to clean them. He's had his shots and he's nine years old and his stomach. Pet's info: Cat | American Shorthair | Male | 9 years and 1 month old | 13 lbs

Thanks for using Petco Pet Education Center, formerly Petcoach. Rainstorm could have allergies with a secondary infection from them. She could also have an insect bite hypersensitivity.
