He has been so difficult to train now and won't listen to my command and he goes crazy when some dogs go near our house. Is he now ready to mate? Pet's info: Dog | Mixed Breed | Male | 9 months and 25 days old | 6.61 lbs

These do not mean signs of "being ready to mate" but can indicate that Brixy needs more socialization and training in general. I would highly recommend starting him in a beginner obedience class so you can work with a skilled trainer on the basics, and get to know how to interact with, bond, and teach your dog to settle down and behave better around you and other pets. If you are not looking to breed Brixy, I also highly recommend having him neutered. In some cases, neutering can help calm a dog down, however, proper training and socialization are needed regardless.
