My dog is chewing and scratching his red skin. What can I do?

My dog has been chewing on the inside of his legs for about a week, and now the skin is red and rough. He's been scratching a lot as well on other parts of his body. It's not fleas, as he gets the monthly treatment, and we've gave him a bath with flea shampoo a few days ago. He is clean, well fed and watered, and spends time inside and outdoors in our yard. Allergies? How do we help him? Thank you. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 20 lbs
