Why is my 15-year-old dog huffing, gagging, and clearing her throat?

my dog, a lhasa apso/maltese is 15. She seems to be trying to clear her throat with a sound like a human does by blowing out in a hard huff and then gags. she does this a lot. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | 15 years and 9 months old | 12 lbs
