Tortoise care: Is weekly soaking safe? What about food and waste?

I recently read articles about giving your tortoise a soak once a week.Is that true and safe to do?What if the water gets into his leg socket where I cant wipe off the water in there?What if i hurt his shell by wiping too hard?I put the food and water on one of the the tank but he seen like he likes to go to the other side where the heat lamp is,making him not eat a lot.Should i move the food bowl or what?Once in a while i would find a white glob in his soil.What is it.Does it mean something bad

Not only is soaking safe, it is recommended to maintain hydration. You don't need to worry about wiping him off or drying him. He will dry on his own. Place the food on a flat surface or shallow bowl near the warm side, not under the heat lamp. He will eat when he is hungry. The white "glob" is probable stool. Clean it up every day or so to keep the cage clean.
