My dog wrapped his leg with his leash and his dog is swollen his Hair come off and his skin from his paws came off and his leg looks white what can I do?

I would take him into a vet right away. It's concerning that his leg is now swollen, and the skin from his paws came off. If his leg looks white, I'm concerned about blood supply getting to that leg. It sounds like from your description he may have seriously injured himself, and in my opinion he needs to see a vet now. Please take him into an ER vet clinic; if there isn't one in your area, there will be a vet on call for emergencies.
