My neutered dog still humps other dogs. What can I do to stop it?

My dog is a 10yr old chihuahua and he got neutered maybe like 3 months ago but he still humps all the dogs. I thought the neuter would help stop this behavior anything I can do to make him stop? Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 9 years and 11 months old | 11 lbs

This could be a dominance behavior or may be due to an abnormal production of hormones such as cushings disease. I recommend a full vet check and bloods especially if there are any additional symptoms such as altered appetite and or coat changes
