Why does my stray dog have swollen breasts and itchy black skin?

I found a stray on the side of the road her hair was matted and her breast are swollen and hard as rocks. She has scaley like black skin on her belly that itches her terribly what could be wrong with her.

Poor Cookie! Her itching could be due to fleas, mites, ringworm, or allergies. Of big concern is her swollen mammary gland. This could be due to mammary cancer, and 50% of those tumors are malignant. She really needs to see a vet today for all of these problems. Please take her into one.
