My dog is coughing, sneezing, and gagging. Is it allergies or serious?

My dog is eating and drinking playful. He is his normal self. There no lost of appetite or anything. He have a cough and sneezing. His coughing getting to point where it seems like he gagging. Is it allergy should I take him to the vet. Pet's info: Dog | Jack Russell Terrier | Male | neutered | 23 lbs
