It's hard to tell in a photo, but I suspect that Waffle is not yet spayed. If Waffle is yowling more than normal, and arches her back when you pet her, and raises her tail/rear end area especially if you scratch her back there, then she is likely in heat. If you let her outside, she will get pregnant. I would recommend having her spayed (OVE or OVH procedure) as she is now reproductively mature, if you don't want to have successive litters of kittens.
