Why is my cat rubbing his mouth, licking lips, and can't lick me?

Pet's info: Cat | Mixed Breed | Male | neutered | 13 years and 11 months old

My cat has always licked me. Yesterday and today hes been acting like hes going to lick me and then he doesn't, he rubs his mouth against me and I know its open slightly because I can feel his warm breath. It almost seems like he wants to lick me but cant..? Hes also been opening/closing his mouth alot and licking his lips. Hes eating/acting normal and he had blood work done recently that came back normal. I gave him meloxicam last night, hes been on it for a few weeks now with no side effects.

It sounds like Scooby could have a problem with his mouth - he may have a wound or a growth that's bothering him, or a bad tooth. Often cats with problem teeth will continue to eat even with severe lesions that are obviously painful. Licking the lips frequently could also be a sign of nausea. I would recommend making an appointment with your vet for a complete oral examination.
