My 10yr old LH Chihuahua has developed small, pearly papules on her belly. Within the last several months she has had a few pop up on her belly. No puritis, redness or anything. I tried to have them looked at during her dental/extractions in June but they were hard to see then. Much more prominent now. Was wondering if they are milia, or perhaps something she would need to go back to the vet for. She is healthy, UTD on core vx, hw/ft-indoor only.

In your picture it does look like these lesions could be milia. Milia can occur more frequently with certain skin diseases or hormonal diseases like Cushing's, so if she has other skin problems I'd recommend seeing the vet. Otherwise I think it's probably okay to continue to monitor them: if they become red or if they 'pop' and there is discharge I'd make an appointment to have Baby examined.
