He could be, but it is difficult to say by just an image. To determine what breed(s) he is, you can purchase a canine DNA kit. Simple kits sold in stores require a cheek swab. Your veterinarian can submit a blood sample for more comprehensive genetic testing. If the ears didn't stand by 4 months of age, taping may have helped. At his age now, they may not ever stand. He is adorable regardless.
