My female dog pretends to pee everywhere. Is she scent marking?

Pet's info: Dog | American Bulldog | Female | spayed | 7 years and 7 months old | 111 lbs

My mom has a male dog and snowball is a female after he is done going outside i let out snowball she pees and i watch her pee but she will walk around the yard after pretending to pee in all these other spots is she just marking her scent?

This is pretty much typical for marking behavior. In dogs, both female and make are territorial and it is likely that she wants to make sure that she also establishes her territory. It is natural behavior, and nothing to worry about.
