Cat licking tummy, scooting, irritated skin. Hot spot or allergies?

Pet's info: Cat | Mixed Breed | Female | spayed | 4 years and 5 months old | 7 lbs

SKIN ISSUE: My cat is liking her tummy excessively, and scooting on the floor. I treated her for worms and fleas thinking that was the problem but her skin is warm and pink with a few irritated areas (see pic). Her hair there has thinned, I shaved it to see the issue better. I've got an e-collar on her to stop her licking and biting, I've cleaned the area with witch hazel and have been treating with itch & hot spot spray. QUESTION: Is this a hot spot or something more?

It's impossible to know based on pictures but because of the extensive areas it is affecting i strongly recommend taking her to the vet in order to get it treated as it is likely to be allergy related and you won't be able to fix it on your own.
