How to manage my dog's aggression towards other dogs and cats?

Hi I got my dog lucky from a shelter 2 months ago and I am traveling to go live with a family member for a little while who owns a cat. the shelter says he is not good with other dogs I want to see how I can fix that and how I can get him to stop trying to attack cats and other animals such as dogs? but he doesn't like male dogs but sometimes like female dogs and like to be dog aggressive towards other big or small dogs. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 12 lbs
