Why is my cat scooting and leaking urine outside the litter box?

Cat begin rubbing her rear on the floor a few times in the last few days and just now I saw her sitting on a chair in a stance about to use it to go to the bathroom with a little urine dropping out (never happened before, always uses littler tray). Pet's info: Cat | Mixed Breed | Female | spayed | 10 lbs

Hedwig may have a urinary tract infection or other urinary tract condition. She needs to be seen today, at your veterinarian or at a Pet ER. Not being able to urinate properly can cause a life threatening condition and therefore this is an emergency. Please take her to a veterinarian now.
