Is it okay to visit a dog breeder's facility before buying a puppy?

In the state of missouri can I as a prospective buyer enter the dog breeding facility?

As far as I am aware, there are no laws in any state preventing prospective buyers from seeing a breeder's facility. That being said, you do need to be invited to see it. In my opinion, if a breeder refuses to let you see their breeding facility, then there is something sketchy going on and you do not want a puppy from this breeder. Any reputable breeder will allow a prospective buyer to view their facilities. I hope this helps!
