My dog suffers from hot spots every summer and this year she hasn’t been exposed to the outdoors as much so it hadn’t happened but she started scratching her lower back a couple days ago (the affected area every year) I gave her a bath and found a cluster of what looks like blisters and have been cleaning it and want to know if I should wrap it until I go to the vet. And what it could be

Hello, sorry to hear about Sparkles. It does indeed look like the start of an allergic reaction. This could be from environmental allergies as you suspect or even flea allergy dermatitis. A single flea bite can produce enough saliva to cause an allergic reaction, but they may not always have live fleas on them. Sparkles should be on flea prevention year round, especially during the summer. You should continue to clean the area and keep it dry. No need to wrap it as this may cause worsening irritation. Keep sparkles away from this area as it may become very itchy for her and have her seen by her veterinarian so that she can get allergy medications and antibiotics if deemed appropriate. Hope this helps and best of luck.
