Apparently the shelter did not take very good care of your dogs. They are also quite thin. You should take them to a pet doctor for a general health check and an exam of the wounds. THey may need wound cleaning and antibiotic treatment. The tail wound definitely needs care, the injured part may need to be amputated. Also have them checked for mites. I would seriously complain about the treatment of your dogs and you also may want to consider a FIR against the shelter.
