Pet's info: Dog | Chihuahua | Female | 8 years and 8 months old | 5 lbs
My 9 year old chihuahua is pregnant for the first time. I'm very scared as I'm told if they dont have a litter by 6, her hips can't expand for delivery.

That is not a general rule valid for everyone and, as far as my knowledge goes, there is no scientific studies to prove that. I can say that is definitively true that chihuahua often require c-section, regardless their age. I would suggest to have Jing checked during pregnancy to determine the exact number of puppies, their vitality and her condition and make sure everything runs smoothly.
