My cat's eye membrane is inflamed and red. What should I do?

Pet's info: Cat | Mixed Breed | Male | neutered | 6 lbs

Strangely inflamed membrane surrounding Rocky's right eye. Possibly an infected nictating membrane although I'm not sure.

This loos like your kitty's conjunctives are either inflamed or at least edematous. The cause for this could vary, a viral infection, or an upper respiratory infection, or a vacterial infection. I suggest you take Rocky to your vet for an exam soon, so the cause can be found and addressed.
