What to do for a newborn puppy with a swollen anus that can poop?

I don’t have enough money for a vet bill but 8 days ago my dog had an accidental litter and one has a swollen anus but can poop and doesn’t have a smell

Hello, as long as the puppy is defecating then he should be ok. Continue to clean his rear with a damp, warm cloth, and make sure that he is otherwise eating and drinking ok. Puppies should be checked by their veterinarian between 6-8 weeks of age to receive their first vaccines and deworming. Hope this helps and best of luck.
