My new puppy is frail, whines, shakes. Is he anxious or depressed?

He is 8 months old and is very frail. He won't eat unless we feed him and he dont drink out of the dish. We just got him from a neighbor who I believe neglected him because she was looking to give him away. He is shy but friendly, but he whines and shakes alot. Is he suffering from anxiety or depressed? Pet's info: Dog | Chihuahua | Male | unneutered | 5 lbs

Hello. Biscuit may just be a little lacking in socialization, so in essence, he may have a bit of anxiety. With time, kindness & lots of TLC, he should become much more confident. I would also recommend having your veterinarian check him over thoroughly for any underlying health issues, especially intestinal parasites.
