Why is my 10-year-old dog crying and breathing loudly all of a sudden?

My dogs behavior has been a little off lately, but today he has been acting very odd. He's been crying almost non-stop, and his breathing is more audible than usual. We've brought him to the vet for the crying once before and they said he was okay but today has been especially odd. He is a smaller dog around 10 years old. He is walking around, and his physical behavior is normal. But the rest is not usual for him. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 10 years and 6 months old
