My bird is sick: lethargic, swollen yellow belly. What's wrong?

Pepper hasn't moved a lot, pepper also has drooping stain on his bottom so I knew he was sick so I checked it and the bottom of his stomach was a little inflated and was a dark yellow. What do you think is wrong with him and what should I do? Pet's info: Bird | Unknown - Bird | Male | unneutered
