Why is my dog so itchy with bites after grooming and flea treatment?

Bamboo went to the groomer and came home with fleas and also around 50 tiny pinprick-sized bite marks on both sides of his neck in a random pattern. There were little scabs and blood earlier. I do not think it looks like a rash - no raised bumps. He's been very, very itchy since getting groomed. He got a flea bath afterwards. He has monthly Revolution doses and the fleas seem to have gone away. It's so painful to watch him scratch and be so uncomfortable! What should I do? Pet's info: Dog | Maltese | Male | neutered | 1 year and 3 months old | 12 lbs
