My dog is overweight and out of breath. How much food for weight loss?

I’m worried that my dog (cocashon) is overweight. My family keep giving her treats constantly and she gets wet food rather than dry. She doesn’t run fast on walks anymore and gets out of breath with the slightest thing. I have told my family to stop giving her treats and from now on we are going to weight her dry food.
