My dog constantly follows me, panting. How to calm his anxiety?

I had to move back home a year ago with my 5 y/o pitbull, mango. My dad's lab, max is appx 4 y/o. Ever since the move, max literally follows me all over constantly, and pants non stop. It just recently occurred to me that it seems to be anxiety related. I KNOW he's jealous of mango but don't know how to stop this increasingly annoying behavior. I feel bad bc I always yell at him and I'm sure it isn't helping. Please help, any attention I do give max, just makes him more excited and on top of me! I recommend two things to help this behavior. First, for anxiety I like Composure chews and Adaptil diffusers. If you don't want him following you everywhere, he needs to know what you DO want him to do instead.
